You may need to generate a bypass code for users in Duo, if they are not in possession of their 2FA device. In order to do so, follow Duo’s instructions here.
Because the user’s device is probably at home (or at the bottom of the ocean), they will have to reuse the code throughout the day. In order to generate a day-use code, make sure to change the options and select unlimited re-use for the time period that you specify:
